Neal is always breaking them and Peter is the one that stays on track - that's the relationship. He's committed how many crimes that Peter knows of, along with how many others? Peter can't justify that type of activity. He can't just let Neal get off on stuff like this, and that's understandable. It has definitely been super annoying, but I understand why it's happening.
